The COVID-19 pandemic required public authorities to procure urgently needed goods at speed. More flexible procedures enabled rapid action but raised questions about competition and transparency. With Adelaide Baronchelli, I present preliminary findings from the CEDAR project using European procurement data from 2016 to 2023. The analysis studies changes in procedure mixes and openness to competition across Europe, then focuses on Italy and Germany. The Germany extension indicates a marked post-2020 shift toward less competitive procurement procedures, while Italy displays an even more pronounced continuation of an existing downward trend. The seminar discusses how public procurement can balance competitive transparency with governments’ capacity to act effectively in future crises.
